Why doesn't apple allow verification code to email?????????????

So if I have this right when you are signing into your apple id let's say on a computer you can not receive a verification number to your email address? WHAT if your iPhone is not working and you don't have another over priced apple device??? How ridiculous is this in 2023??? This is so INFURIATING!!!!

Here is an earlier thread where it seems this is true "You cannot. Two factor authentication relies on having a phone number or another Apple device in order to receive verification codes. You can add another trusted phone number if you choose as it doesn't need to be an iPhone, just a phone that can receive text messages. If you don't have another Apple device, or another phone then two factor is probably not best for you."

Seems that email is not necessary now that you can get the verification code directly on your Mac or device

How to: Get a verification code and sign in with two-factor authentication - Apple Support

says:

"Use the code displayed on your trusted device

If you have a trusted device running iOS 9 and later, OS X El Capitan and later, iPadOS 13 and later, or watchOS 6 and later, the verification code is displayed automatically on your trusted devices".

If you can’t sign in, reset your password, or receive verification codes,

you can request account recovery to regain access to your account.

Account recovery might take a few days or longer, depending on the
