Manually transferring data from iPAD TO iPAD

I am a friend and general help for a local 87 year old blind man. He relies on his Alexa device to give him access to radio programmes, news and music but the old iPad (not sure what model but could only be updated to IOS 10.3.3 so pre-4th generation?) he uses is not working properly, which affects the working of Alexa. I have an old 5th generation iPad, which I upgraded earlier this year and have now given to him. I have set up his Apple ID and email account on this replacement machine but, because of the age of his old machine, the quick data transfer option is not available and his data has to be transferred manually. I’m not sure how to do this and could welcome any suggestions. His old machine has a 64GB storage capacity, of which he has used 24GB. He has an unused iCloud account that still has the full 5GB storage capacity available. He is most concerned that he doesn’t lose all his contact details and the 9GB of music that he has downloaded over the years.

These support pages should get you started with setup of the replacement iPad - and the methods of transferring data from old to "new" iPad:

Set up your iPhone, iPad or iPod touch – Apple Support

Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

Use Quick Start to transfer data to a new iPhone, iPad or iPod touch – Apple Support

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.

“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.

The alternative to QuickStart is to restore either an iCloud or iTunes backup to the replacement device:

How to back up your iPhone, iPad and iPod touch – Apple Support

Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

Apps are not directly transferred between devices. For Apps, the transfer process creates a record of the Apps that are installed on the donor iPad - and it is this record of installed Apps that is transferred to the target (new) device. For Apps that are still available for download from the App Store, the corresponding Apps are automatically downloaded and installed from the App Store.

Note that the original iPad4 is an obsolete 32-bit device - and that 32-bit Apps that have not been migrated to the current 64-bit architecture by the respective Developers are no longer available. Where a compatible App is not available, you’ll not be able to transfer/install the App.

Thank you LotusPilot. A very helpful and comprehensive reply together with useful explanatory comments. You have given me confidence to try myself. I don't know if you can give any further advice on another couple of points:

Does the first ever back-up of an iPad to iCloud copy all the appropriate data or can the data to be backed up be limited to selected items? Once a back-up is performed can the iCloud content be erased? I ask this because my friend only has 5GB of iCloud storage (all unused) and has 23GB of data stored on his old iPad and I wondered if it was possible to do the copying of data from the old to the new in stages by putting some of it on the cloud, copying that onto the new machine, deleting that data from the cloud and repeating with the next chunk of data?
