I can’t update my phone to the newest version. It iOS 14.5.1 and I want to update it iOS 16.6.1

Try connecting to WIFI and going to Settings > General > Software Update. Does it say "iOS is up to date"?
You may need to connect to a computer to update it. The first link is for a PC or a Mac using Mojave or earlier and the second is for a Mac with any OS after Mojave.
