How can I make Adobe Photoshop CS3 Extended to install on my iMac with OS Ventura 13.5.1

When I tried to install the software it said that "Setup" needs to be updated. Followed by:

The developer of this app needs to update it to work with this version of macOS. Contact the developer for more information.

Adobe ended support for Photoshop CS3 back in 2010 (13 years ago). In fact it cannot even be installed anymore because Adobe shut down the servers for that software years ago and thus there is nothing to accept registration, serial numbers etc. There is no way to activate the software.
