I'd like to save the locks screens I've created and transfer those Lock Screens from my current iPhone to new iPhone. I plan to set up my new iphone and restore from iCloud rather than an iCloud backup.

Your Lock and Home screen preferences are saved as part of your iCloud backup or computer backup. We aren't sure what you mean by restoring from iCloud rather than an iCloud backup, but you can see what is part of the backup here: What does iCloud back up? - Apple Support
