iCloud Notes available on iPhone offline?

I am about ready to take a trip. I have notes that I would like to access without cellular or Wi-Fi connectivity that are currently in the iCloud section of Notes.

Are all the notes stored locally on the iPhone as well as iCloud? Will I be able to see them even without connectivity?
