Getting to iCloud Plan Menu:

1. Go here: Upgrade to iCloud+ - Apple Support

“When I go there in settings I’m not offered the $2.99 plan. My options are the free plan or the $9.99 plan.”

Then you are being offered a promotion for the three months of iCloud Storage. Proceeding with that is YOUR call, but note that if you don’t cancel it before it ends, then you’ll be charged for $9.99 the following month.
