I want to back up my disabled iphone on my mac

the icloud on my mac is the same as the one on my iphone, is that not enough to make it a trusted device automatically?

MacBook Pro 13″, macOS 13.4

How to access iCloud backup without old iPhone passcode? I forgot my iphone passcode and couldn't access my phone and choose to reset with the option of reseting everything with icloud.
