I got to the browse screen and hit edit, but none of my apps are showing up as toggleable options, just the icloud and on my phone options. I tried deleting the apps and reinstalling them but that didn't seem to work.

Nevermind, I had the incorrect microsoft one drive app installed.
You are in the Files App: If you had other Cloud Drives (iCloud Drive, Google Drive, OneDrive, DropBox, Flickr, box, AmazonDrive, Adobe Creative Cloud etc) Then you can access those files on Files App too.
Use Files app and upload from iCloud Drive or any Cloud Drive
