I have songs 670 songs in playlists on an I pod touch 4 th gen . They aren’t stored in my ITunes library and I can’t access I tunes on the I pod . They aren’t in I cloud . I want to copy them to my windows pc or to my phone . Can this be done or do I need to start my library again from scratch ? Thanks

There is third-party software that will recover music from an iPod and allow you to add it to your iTunes Library. Most of that software incurs a cost. Once you have re-built your library, make and maintain a backup of all your music.
