I want to allow my son to use my Apple Card as a participant. He will have a transaction limit, but I’d also like to set a monthly limit regardless of transaction limit or number of transactions. Is this possible? If not is there a way to suggest this functionality be added?

You can set a monthly notification limit. You will get a notification when your son goes over the monthly amount.
3dots, card details, select the participant, turn notifications on, under notifications select if you want a notification every time the participant uses the card, then select if you want a notification when a monthly limit is reached and set an amount.
it will not stop the card from being used, you will just get notified. But you could then lock the card or lock to pause spending for the participant.
