iCloud photos sync

Hello everyone,

for the last couple of years I was backing up my iPhone photos to the Photos app on my Mac and then I deleted most of the photos from my iPhone. Lately, I have been thinking of buying the 200gb iCloud+ so that I could look at more photos on my iPhone without having to delete them because of the storage capacity.

My question is: 

If I turn on the photos iCloud sync on my iPhone and the photos get moved to iCloud, will it be possible to easily transfer them to Photos app on my Mac (since they are not physically on my iPhone, but on iCloud? 

I don’t want to synchronize photos from my Mac to the iCloud, I just want to use my Mac as kind of a backup plan in case I would ever decide to cancel my iCloud subscription. I also plan to regularly delete some photos from my iPhone (hence iCloud), but I still want them to be backed up on my Mac.
