How to make my balance zero of app store

I have 34 cents in my App Store account and i want to change my country from uk to pakistan as im living in pakistan now.

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
