I abled to find out how to get it done.
That person should read and follow this article.
Use the Find My app to locate a missing device or item - Apple Support
Open a web page on your iPhone to www.icloud.com/find
Enter the Apple ID and Password of the person whose phone is lost.
If the Find My application was enabled on the phone......before.....it was lost....and....the battery has not run down.....and.... the phone has a good Internet connection where it is currently located.....the phone will show up on the Find My map.
