This question almost always happens when people are trying to order from the US Apple online store from another country. Qualifying US customers know their postal code and how to enter it when Apple requests it.
This policy is based on existing US Export of Technology regulations and not some whim of Apple. It's the law.

Items purchased online from Apple ship within the continental US, Alaska, Hawaii and Puerto Rico. No shipments can be made to P.O. Box addresses, United States territories, or addresses outside of the United States. You may not export any products purchased online from Apple.
