My photos are backing up to iCloud.com on the web. When I click "iCloud Drive" in Finder sidebar, the Photos folder does not appear. Desktop, Documents, Downloads, Numbers, Pages, Shortcuts, TextEdit and 4 other files (pdf, jpeg, png, psd) are visible, but not photos. Is this fixable?

Make sure you have set up photo library Set up and use iCloud Photos - Apple Support and its preferences Change preferences in Photos on Mac - Apple Support and designated the photo library Designate a System Photo Library in Photos - Apple Support

Note : the pictures folder is saved in finder > under favourites by default , it can't be dragged and dropped in iCloud Drive Finder on your Mac - Apple Support
I verified that all the above instructions are correct. In your note, you say that Pictures can't be dragged to iCloud drive, which is what I was trying to achieve, because the photos from my photos library do not appear when I click "Pictures". So apparently I need to get them into the "Pictures" folder. Can you help me with that?
You can right click over PhotosLibrary.photoslibrary and again click on open with photo app ( default ) .
