whenever i restart mac and press Cmd+R key for mac recovery or reinstall


it takes me to “ this might take a while for internet recovery “

and then i can error

That particular error means that your Mac cannot establish a secure connection with Apple's macOS Recovery servers.


Try a different wireless network, a wired (Ethernet) connection, perhaps even an iPhone's wireless "hotspot".
