my iphone X is keep restarting (stuck in boot loop). after trying reset it it goes to restore screen and asks to connect to pc when connected is not recognised by pc.
i have try using diferent cables and diferent ports, also diferent pc.. no help. works every time with my other phones. so maybe this iphone x is the problem.
it does start charging when connected to pc but won't recognise it.
It will not be recognized until you go through the instructions in the link at the top of this page; follow them carefully.
When you connect to your PC be sure you are using a port directly on the PC, not a USB hub.
If that does not resolve it use the instructions for forgetting your passcode→If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

I also tried to reinstall all the itunes files including deleting some files manually. still no help.
You can’t just reinstall iTunes files. You must get a clean iTunes installer and run it. You can find it at https://itunes.com.
I did that. over a link above.
Also it works fine with other phones, detects them.
I have followed all these steps. Phone still not recognised by pc.
