This Apple ID is not active.

My dad has a old apple ID that hasn't been used in years. He has used android phone for manys years, but bought a new iPhone this month, and need to reuse the apple ID for new phone. When I sign up with it on iCloud.com, I got a message “This Apple ID is not active.” Can you help me to reactive this Apple ID? Thanks!
