Is there a way to download photos from an old android or an older iPhone to my google photos to my current iPhone 13 Pro?

This might be a start without having to call Google:

The big issue is that a lot of Android phones had expandable storage and could hold far more data/photo than could older iPhones, so make sure you have room.
If that does not help, you need to seek help from Google:
