I had this issue once! Assuming you did what P. Philips has posted (i.e. no photos left in the "Recently Deleted" folder) then turn your MacBook OFF. Wait a minute or two then re-boot. Now give macOS time to recalculate the storage before you check again. This may take some time! Hope this helps you!

What follows is predicated on the Computer is running macOS 13 Ventura
When you deleted all the photos one this MacBook.
Were the photos ALL stored in the " Photos " Application ?
If so, the photos should have moved to " Recently Deleted " folder In the Photos Application

To See and Empty the " Recently Deleted " it would require you to Input the Computer Password.
Did you do that ?

I have the exact same issue and also deleted from the recently deleted folder. Still no storage recovery
