This apple id is not active

Hello I'm Mongolian. There's no option that call number apple support agent. Please answer my question. My English is not so perfect but i can understand if you call and ask some questions.

I'm new user from android to iphone. About 7 or 10 day after i bought phone and create new account. My work depends on smartphone. i need new applications. My apple id is not active about month+. How do I unlock it? (i'm using other account for this question). Yes i used wrong password as my android device. Forgot new password. I ususally use all my password around 1. 2 same word with ?/ = etc. and i tried but there were wrong or who knows somehow my apple id locked.

This said This apple account is not active. i waited about month. and tried after 7, 14 day or 21 day.

How long i have to wait. Phone keep asking me account password. But i have to press later. Then severel day later try. Still this apple id is not active. i have my all iphone box serial number, my named country registration. driver license. bank card etc. i just opened new account. but that account is somehow blocked that i forgot my password and tried several time. And i used google but goodle said 1 day account block for secuirity or maybe month. but i waited such a long. but still can't activate it. Please check my question. if you answer i will give my phone number and talk. or just tell me how long i have to wait again. Or what did i miss recover account. any hint please. We can use viber, facebook messenger, or direct call. but its mongolian number.
