Screentime short bypass by turning phone off & on

Screentime is ALMOST working.
But my daughter has discovered that she can have very brief moments of freedom by powering her phone down & back up.
We mostly use “downtime” but the same works past an “app
limit”.
Everything is greyed out and blocked as it should be.
Power down.
Turn back on.
For about a minute, nothing is greyed out and anything can be opened.
Yes, it doesn’t last long.
My daughter explained that she “types fast”.
As far as I can tell, I can’t prove exactly how many times she is repeating this during “downtime”. But Instagram messages have gone out which have a time stamp.
(She even once “liked”
a photo that I posted during her “downtime”… during that same period of downtime).
From my parental screentime display, she seems to be racking up 2-3 minutes per hour on Instagram and other apps.
Yes, the window is brief.
But my daughter is clearly wasting tons of time doing this. …really just as mindless & unhealthy as the hours of scrolling and videos we are trying to avoid.
(and yes, I try alternatives like trying to get her engaged with me and/or other things.
She is a teenager with autism. We desperately need her to have some access & literacy around social media. The world is more and more difficult for her to participate in without a phone at all.)
The only thing I can think of to do is to turn off her iPhone’s access to my wifi. •• I have done this… but we were benefitting from her exploring things like Apple Music (with videos blocked)
