Unable to create a developer account

Hi,

I tried to log in to my Apple developer account to set up an account, but the system isn't working, I got the following error: "Your Apple ID is not eligible to use this application at this time".

I used to have my Chinese phone number linked to my account, but I moved to the US recently and changed my details with the US info. Could that be the issue? how to sort it out then?
