Do I need a second AppleID for the second number on a dual eSim phone? Can I allow my iPad to make calls from only the second one of that iPhones numbers? Does the iPad have to be logged in to the second Apple ID (if a second ID is needed)?

You won't need a second Apple ID to use a dual E sim.
