Multiple news articles say that Apple announced that iOS 17 would be available for download starting on September 18, 2023. World Clock says it's currently early-morning of September 18 in Cupertino (Apple headquarters) and mid-afternoon of September 18 in New Delhi.

I don't know the exact schedule of when Apple will roll out the update everywhere – but today is the earliest day on which it might be available,
