Hi, I am on my iPad and I tried updating/downloading apps but it says that my apple ac is disabled

Hi, so I have had this problem for about a few months, so basically I done research and found out what I think is the issue. I have done the other steps like logging in and out of my apple account, the internet said it may be that it’s charging me something, I saw it is charging me for 2 duolingo subscriptions, I only ever gone on a duolingo subscription when it said I should try the free trial for 2 weeks, so I did and at the end of the free trial I decided to cancel it because I didn’t think it was that good to pay 13 dollars a month, though a few weeks after it glitched and signed me up, and I didn’t know until it told me “ would you like to continue duolingo after free trial” then I realized and cancelled it, though it’s charging me for those 2 subscriptions and since on my account it says I didn’t pay it my apple App Store account is disabled
