After updating to ios 17 my phone won't go past the apple logo

I just updated my iPhone 12 Pro Max. It restarted after the update. I get as far as the Apple logo then after a bit of time. The phone restarts and repeats. I have tried plugging my iPhone into my Windows PC with iTunes. It doesn't show up. Any help that any one can give me would be most welcomed. I have also done the force restart using the side buttons and it will boot to the Apple logo and restart after some time has passed.

Restart the device. That's it.
