Shift-Cmd-5 now creates a 'glass pane' over the area and fades out the rest of the screen to be copied but does not follow through with the screen grab. Unable to exit out of shortcut. Resorting to restart.

Just to add, iOS upgrades have nothing to do with screen shots on macOS.
Are you not seeing the controls that P. Phillips showed?
If you are, what is selected? Are you clicking on Capture? It will say Record instead, if one of the movie options is selected - in that case, as you are recording, a square stop button will appear on the menu bar to stop recording.
