Siri says she can't tell me the weather first thing every morning, but then two seconds later she has no trouble saying it

Every morning of my life I wake up and ask Siri what's the weather today. Until a few weeks ago she answered me. Now all of a sudden she says I'm sorry I can't check the weather for you right now. As soon as she clicks off I ask her again and she comes right back with the weather report. What the heck is that? Identical questions phrased identically within one second of each other. and only happens first thing in the morning. Sounds like a bug to me.
