A family member accidentally deleted a playlist from Apple Music. I have a Time Machine and other backups of the computer. I restored the Music Library folder from backup and it had no impact. Moreover I deleted the file entirely and opened Music and it still had playlists so that can't be the right location or file.
Backups are great and I should be able to restore ... just need to know what to restore!
Playlists should be stored inside the Music Library.musiclibrary package. Press and hold down option when launching Music and then choose the restored .musiclibrary file. For reasons unknown it may be connecting to a cached copy of the library.

Does the family member have an Apple Music subscription? If so restoring a relevant backup of their Music Library.musiclibrary package would have restored their playlist, but it would have deleted again as Apple Music updated with the cloud. In some cases it may be possible to go offline before the restore, export the list in question after restoring, go online, and import the exported list.

While we don't recommend anyone using your Mac in case of this occurring, but we recommend making a guest account for others to use going forward: Add a user or group on Mac As it was deleted accidentally, it may not be retrievable.
Since you mentioned already checking through Time Machine, this would not be an option. Based on the details you shared, we recommend making the same playlist again as the songs would still be in your library, even after a playlist was deleted. No they do not. I'm puzzled why restoring the Music Library from Time Machine didn't work. I suspect part of this is the fact these playlists were stored somewhere else since they were created in iTunes and this has been migrated several times.
