App Limit in screen time is not blocking app - using family sharing

I set screen time for hours of availability that works. However, when I go into app limits and set up Roblox for 1 hour and 30 minutes per day. However, when I look at the screen time the activity shows that he exceeded the limit and used for 2 hours and 6 minutes. Others have exceeded their limit as well. Therefore I assume it isn't blocked. limit is exceeded I have reset my password in the screen time password. I am not sure what to do next? Suggestions appreciated.
