If your iPad is unresponsive to touch, connect your iPad to its Power Adapter and allow the iPad to charge. Then, while still connected to external power, try a forced-restart:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

If iPad still doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen. Or if your iPad isn’t working correctly after you restart it, see the iPad Support website.

Try again.

For much newer design iPad models, without a Home button, try the new simple hard reset/forced restart procedure for the new 2018-2022 iPad Pros, 2020/21 iPad Air 4 and 5, the 2021 iPad Mini 6 and the new 2022, 10th gen base models,

1. Press and release the volume button closest to the top Power button

2. Then immediately ( and quickly ) press and release the volume button farthest from the top Power button.

3. Then, press and hold the top single sleep/wake/power button You will see the Slide to Power off button, but keep on holding down the power button until you see the Apple logo, then let it go.

Once you have performed all the steps, wait for a few seconds and your 2018-2022 iPad will boot up completely to the iPad’s Lock screen.

As described, your iPad may have a screen hardware fault that requires diagnosis and possible repair.

You would be best advised to visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to test and assess your iPad. If an unresolvable fault is confirmed, you'll be in the best possible place to explore your available options:

Thanks. When I do all the buttons as you describe, the ipad doesn't restart with the apple logo. what comes up is the slide-bar to shut it down. and I can't slide. the ipad was fully charged. so i let the battery go all the way until the ipad shut off then plugged it in to force a new start that way. the screen still doesn't respond to touch.

Timing is critical. If the force-restart doesn't occur, the timing isn't right. Try again - carefully following the described procedure.
