home hubs are suppose to stay at home and not be brought with people leaving the range of the wifi LAN
phones are meant to be brought with you, ipads used to be able to act as hub why they changed that I can't say for sure, maybe a lot of support calls from people taking the ipad with them and then all house members loosing access to the homekit stuff

Have you upgraded to the new Home architecture? iPads used to be supported as home hubs but no longer. You've never been able to use an iPhone as the hub. See Upgrade to the new Home architecture - Apple Support for details.
