I have 14 pro max but one problem face issue unable to Activate how to solve this problem

As per the message appearing on your screenshot, that iphone is blacklisted or reported as lost/stolen.
If it is a second hand device, return it to the seller and ask for a full refund.
If it is a new device, contact your cellular carrier and ask them, or visit the link provided in the message.
