Hi pliney, I like to use a simple fuss free old fashioned method.... on either device, tick the photo you want, there should be a checkmark, then go down to the share/email icon (looks like a box with an arrow or line at the top) then email it to yourself....the same process should work for uploading and downloading photos, jpegs, whatever, between two Macs, a mac and an iphone or iPad, even a PC or PC and Mac.... I presume the JPEG is a photo.... either way, send yourself an email, attach the whatever to your email, and email it to yourself, works fine with anything up to 20 MEGS, after that you'd have to zip 'em, break 'em up into chunks, email yourself the chunks, and then get 'em back together, say, with Keka, and voila, your huge file is there...you could also use a cloud based thing such as MEGA or dropbox....and do it that way....
hope this helps?>

Put the JPEGs into a folder on your Mac. Copy that folder over to iCloud Drive. Wait for the copy to finish. On your iPad, use the File Manager to locate that copied folder on iCloud Drive, and access the JPEGs in that manner with iPad applications.
