If I lose my Apple ID account because of 2 factor authentication trying to get a code from my old phone number. Can my credit card information still be stored in that account or is it deleted?

There’s no need to loose” your AppleID because you temporarily can’t login.
Your account and credit card will still be there once you get it all sorted.
