Having trouble connecting to Wi-Fi network.. keep getting a pop window saying a connection time out occurred

Does the MacBook Pro (running which macOS version?) connect to other Wi-Fi networks? All Wi-Fi networks, or just this one?

I use a paid app called WiFi Explorer to view the current local Wi-Fi network environment; signal strength, drop-outs, competing local Wi-Fi networks; it is a handy tool to have when troubleshooting. It’s in the app store.
