Why does not apple actualy has a Apple store in Romania by now?

Hello, i know this topic has been already posted more then once maybe But i wanted to Let the comunity know about this. First of all sorry for my bad english. I might have many spelling mistakes. So in Romania, EU. We have Apple suport in Romania, we have representatives. But the "certified resellers" Do a awull job at actualy deliverying they re products. Yess, Romanian people does get stores full at a apple launch event and every single time they get sellouted within hours every launch. So why don't apple have an oficial store where we can order products without PAYING reselers 7 MONTHS before we get our "pre-ordered" devices? i mean i get they are "premium reselers" but the way they handle pre-orders is not worth they re brand.
