How to do I lock a formula in excel running Ventura 13.5.1?

It's the same as using the F4 key in windows. Locking cells and protecting the sheet doesn't work because I want to move the cells. Command T used to work in older versions, but not anymore.

MacBook Air 13″, macOS 10.15
