I am trying to bring createml to Mojave,
I am not using Xcode and cannot currently bring it to this particular Mac,
Does anyone know an alternative route for downloading createml? I have tried finding it on Brew, pip, ... Without success,

Your requirements here are mutually exclusive.
Apple Create ML inherently involves Xcode.
The deployment doesn’t, but the development does.
If ypu can’t source an older version of Xcode still with Create ML support, you’ll need a newer or new Mac.
