Likewise Apple Trade in
Dropped my IPad at UPS and was not given a tracking #😞😞
now Likewise says that my iPad has not been received and I fear I won’t get my trade in amount!
neither UPS or Likewise have been able to help

Without a receipt and/or tracking number, you have no proof whatsoever of having attempted return of your trade-in. Without either, you have no opportunity to trace the shipment.
You are entirely reliant upon UPS; Apple will not be able to assist.
Unfortunately, unless you can trace your shipment, it'll be your loss.
