I know the volume for notifications is controlled in the Sounds and Haptics settings. Can I increase the volume for text notifications without the incoming call notification increasing as well?
I have an iPhone 12.

On the iPhone, the volume for all alerts - be it calls, text, or app - are the same. There's not a means to distinguish between them.
