I’ve had my Apple ID for a long time and have since then started using a different email. I don’t have access to my old one and can’t answer the security questions. I would like to change the email to my new one but it says that email is not available. What do I do?

If the new email is already being used as an Apple ID then it cannot be used with another Apple ID, which is irrelevant, since you cannot access your old Apple ID to change it anyway.
You need to regain access to the old Apple ID first, then update the email address for it.
