That is not possible. The iPhone 7 Plus can run the latest release of iOS 15 – currently iOS 15.8.1. It cannot run iOS 16 or higher.
What iOS version is your phone now running, and to what iOS version are you trying to upgrade?
An iPhone 7 Plus can run not higher iOS version than iOS 15.7.2. The latest version, iOS 17, requires one of these iPhone models:
If you need a newer iOS version than iOS 15.7.2, you need a newer phone.
