could not create account
so, i want to create a new apple account but having a problem to create an account. it says “your account cant be created at this time” this is usually says when i enter a phone number

A "not at this time" message could have many causes. It could really mean you have to try later but it could also mean that you will have to wait until you deal with some unspecified issue. If you try again later and still have a problem, contact Apple.
