Since upgrading to WatchOS 10, the weather complications do not work.
I have tried several different weather apps but none work.

Can confirm the new "bug" (watchOS 10.3) with weather not working has to do with Wi-Fi on the phone/watch.
Turning off Wi-Fi on the phone and forcing phone/watch to use cellular allows the weather complication to load properly. Noticed the issue was only happening at home and not when out running errands or at work where I'd be on cellular.
This is a new/distinct bug compared to the older issue that was occuring in the Fall. Really frustrating Apple can't get this right considering how important this feature is.
I just updated to iPhone update 17.4. For now it appears to have fixed the weather complication problem.
Weather app hasn’t been working for months. Tried all the fixes I found online and nothing works. Might be time to make the switch on phone manufacturers…
I can confirm that turning off WiFi on my phone kind of fixed the issue. The weather app in the watch does pull on data but the complication does not still. Very annoying…
This is really the dumbest bug I’ve ever came across in Apple environments. Please fix this .
I was having this issue, I think it was that I didn’t allow weather app to use precise location. Now that I allowed that, it’s working again.

I had this issue suddenly today, April 29. Tried several different things, finally tried switching faces (I used Mickey) via the phone app. When I switched back to modular, the weather loaded.
Also having this annoying issue. Resetting location and privacy doesn't help. Restarting the Apple Watch does help but only for a while. Forcing the Watch to use mobile network doesn't help at all.
Well, switching watch faces worked for awhile, but now we are back to square one. Booooo.
Any fix for this? I'm still having this issue April 30, 2024.
I solved the same way, turn wifi off on you phone the watch then loads weather properly. Apple watch os 10.4. Although this problem has been around for many versions of the watch os
This is not a valid fix when your watch doesn't have cellular.
this fix doesn't work. I just keep getting the need to "accept" location on weather which then depletes the battery on the watch.
This bug is still an issue....and keeps draining the battery on ios 10.5.....and it happened after the most recent update of iOS on iphone. sigh.
