Weather Complications not working watchOS 10 Update
Since upgrading to WatchOS 10, the weather complications do not work.

Quick update (of my situation):
Summary - this may be to do with 12 vs. 24 hour clock settings.
Detail: All my Apple devices are set to Australia for the region, which defaults to 12hr clock. I change all devices to display/use 24hr clock. Watch was the same, and assumed it was set that way. Noticed just now that Weather widget in dock (scroll crown up function) was showing 12hr clock. Can't change this on the watch, but in the Watch app on the iPhone I went into 'Clock' settings and noticed 24hr clock was toggled off (no idea why). Turned 24hr back on and all the weather complications updated immediately and the widgets showed 24hr clock again. So that seems to have fixed it for me.
Thanks Robin - this was exactly the same for me too. I did a complete watch reset - wish I had wait for bug fix but it's really annoying. I hadn't realised how much I referenced this data.
I did the latest update and it seems to have resolved the issue.
I can confirm that turning off WiFi on my phone kind of fixed the issue. The weather app in the watch does pull on data but the complication does not still. Very annoying…
Update: My complications have stopped syncing after the 24hr toggle hack. If I toggle the 24 hr option on/off it syncs, but reverts back to “- -“ several minutes later. This has to be a bug on the 10.0.1 update.
The 24 hour toggle hack seems to work only for a few minutes. Also, the 24 hour toggle itself is not permanent. When I put my Ultra on its charger and wake up the next morning, the watch goes to 12-hour but the Watch app in iOS on my 15 Pro Max still shows 24 hour.
Certainly a bug and it looks to be affecting a lot more people than just a couple of us. WatchOS 10.0.1 looks to be a work in progress still.
Hopefully, Apple will have a fix soon. Until then, it'll be constantly flipping the 24 hour toggle :-|
With the first method, I needed to reboot the watch first. And it wasn't a "sticky" solution - it would stay in place of hours, then flake out again. It seemed to flake out most when switching connections - moving from WiFi to Cellular, for instance (and vice versa).
I will try the second method (reset location and privacy) later today.
My Ultra (1st generation) started having problems with the Apple Weather app a while back when you opened the app the new ring features would disappear. I had to turn off and then turn back on the watch to reset. Now it doesn't show the information on the complications or even when you open the weather app. I usually have to turn off the wi-fi on both my phone (iPhone 14 Pro) and then set the face to edit and hit the home button and then a few other things that are really hit or miss and then it comes back on. For some reason it goes out way more often at home. I wish Apple would address this as I'm sure it's fairly wide-spread.
I have the same issue. If I turn the watch off then on, it fixes it for some hours. But after a while it comes back again.
So annoying.
Since the 10.3 update, I've been having this issue. If I turn off wifi on my iPhone the weather app works on my Ultra 2, but when I turn wifi back on, it stops working.
Still a problem with 10.3.1.
Resetting Location & Privacy fixes the problem for a day. As does turning off wifi on the phone.
Same here! It'd not fixed but every reset has been lasting as long as a day. It sucks that we have to reset/reconnect daily, though.
Same here. Stopped working last night and still not updating this morning. Phone (14 Pro) and watch (Watch 9) both updated to 17.0.1 and 10.0.1 respectively. The little weather widget (when I scroll up) also not updating and showing dashes. I have tried resetting (holding crown and side button) and restarting several times. No luck.
i think there’s a defect in the weather app on the watch in general. I noticed that when the watch restarts, it takes a long time for the data to appear. I had to delete the weather widget in the Smart Stack because it was eating battery and if I even open the weather app on my watch it chews up the battery. Right now I’m using a face with no weather complications.

That seems to indicate the root cause of the bug was not addressed. Unless we actually hear from an Apple software person, we're rather at their mercy. Which sucks.
After following apple’s guidance to temporarily change weather location to never and back to the original settings AND resetting phone privacy and location settings, my weather complications eventually break. Typically it happens when coming to a new location after driving or moving. This is really bad, will there be a fix soon?
