Weather Complications not working watchOS 10 Update
Since upgrading to WatchOS 10, the weather complications do not work.
I have tried several different weather apps but none work.

Can confirm the new "bug" (watchOS 10.3) with weather not working has to do with Wi-Fi on the phone/watch.
Turning off Wi-Fi on the phone and forcing phone/watch to use cellular allows the weather complication to load properly. Noticed the issue was only happening at home and not when out running errands or at work where I'd be on cellular.
This is a new/distinct bug compared to the older issue that was occuring in the Fall. Really frustrating Apple can't get this right considering how important this feature is.

The same was true for me. I live in Greece and for some reason and contrary to the iPhone settings the clock was set to 12hr.
As soon as I changed to the 24hr, weather data synched to the watch.

Yes, that's what I did and it worked for me. I just didn't want to post here that it fixed it without waiting for a day to make sure that worked long term. So far, it has been working without any issues. (Though the resetting of location services is a bit irritating, although less so than not having the weather widgets working.)
One thing that’s weird is the watch data is about 5 degrees Celsius off what’s on the phone. My watch says 26C but my phone and my actual feeling is at 31C. Deleting the app and reinstalling worked so far as far as showing the temp data in the watch, but it’s now wrong. Weird.
I ran into this same issue with the weather complication not updating. I have mine set to display temperature normally. I was able to resolve it today by editing the watch face complications and changing the weather complication from temperature to precipitation, saving that to the watch face and leaving it on there for a moment. In my case, the precipitation data started to display in the complication. Then I edited the watch face again and set the weather complication back to temperature and it has been working fine since then. Hope this might help others facing this same issue as well.
After following apple’s guidance to temporarily change weather location to never and back to the original settings AND resetting phone privacy and location settings, my weather complications eventually break. Typically it happens when coming to a new location after driving or moving. This is really bad, will there be a fix soon?
That's unfortunate. It worked for me so I was hoping a full Privacy/Location reset would work for you, too.
iOS 17.1 RC2 just released so it should be available in a day or two. Perhaps that will address this issue for you.
I had the same problem 2 weeks ago with the weather complications on my Ultra and resetting the location and privacy location on my iPhone 14 pro max worked. Haven’t had that problem since then. Try doing it again and see if it takes hold. I did it twice just to make sure. Also check to see if your watch, if you have one is set to mirror your iPhone for weather info and if your watch is set to use your current location for displaying current weather info.
I get the information on my Apple Watch Ultra but I don't get full functioning. In order to restore full functioning I must turn off the watch and power it back on. Is there a fix for this? It's very frustrating.
I tried this , even toggling it back and forth several times, but had no luck. I already had my clock set to 24 hour format so i toggled it off, waited a couple minutes, then toggled it back on. Did this several times.
Since updating to 10.2, the weather complications on my watch show a mix of 12- and 24 hour figures on the dials. I’ve tried all the method suggested so far.
I use the 24-hour system and the weather readings are right.
At 3pm, the outer dial reads 15. However, the next digit on the dial is 4 and not 16.
is there a fix for this. Changing the 1224 hour toggle has no effect.

I admit I didn't read past the first page of responses, so if someone else has pointed this out, I apologize. I'm using an Ultra 2 with the Infograph face with the temp displayed by the standard Weather app in the lower right corner. I had the same problem everyone else is describing. I found that swapping the complication for a different one, then switching back, solved my problem.
None of the other hacks worked for me but this one.
It has been working for me as long as I have WiFi on, load the weather app, click on the “list” icon, and wait for the location to refresh after 10-20 seconds. For complications, I would delete and reinsert the same complication and it would refresh.
None of these fixes are working for me. Tried the full privacy and location settings reset and still nothing. Would rather not have to set up my whole Apple Watch again from scratch, but that’s the last thing I haven’t tried…
Might have been mentioned somewhere in all of the pages of comments but if you run across this today and resetting other things does not work, including rebooting your watch, try rebooting your iPhone.
I was having all kinds of issues with the weather complication today (along with weather in watch not showing any data for any of the cities I watch), so I rebooted the watch. I also turned off WiFi and Bluetooth (to disconnect the phone) and that got the weather app to update once LTE/cellular kicked in on the watch, but that did not fix the complication. I reconnected to the phone later, but found I was having an issue with the phone not getting much on cellular data.
When I rebooted the phone to resolve the cellular data issue, I noticed the weather complication on the watch started working again.
