Unable to restore Time Machine backup

I am unable to restore this backup. I can't click continue. This drive has many backups on it. None of them are available and I can't continue.

I backed up right before reinstalling macOS and I have daily backups going back a couple of weeks.

How do I get my data, this is a total disaster.

The screen shot below is from the migration assistant.

I haven't found any other options and there is no error message or anything that makes clear what the issue is or how to fix it.

I am on macOS Ventura 13.6 and the latest backup is Ventura 13.6. Previous backups are from various versions of Ventura.

The backup also cannot be restored from recovery mode. This time there is an error message although vague, unhelpful and useless because it just instructs to do what doesn't work as described above.

Hard drive used for Time Machine is a brand new crucial SSD, there is nothing wrong with it. Disk Utility first aid found no issues with any of the 23 snapshots. There is no problem to browse the backups through finder either. The only problem is that they can't be restored and there is no feedback about why not.
