I have 4GB available but it won’t let me update even though it says I only need 547MB. Is there a fix?

If you have insufficient free space to download, unpack, verify and install a system software update, you have two options:
1) Perform the update using a Windows PC (with iTunes for Windows installed) or a Mac computer (with iTunes or Finder - as appropriate for the installed version of macOS) - as this method requires considerably less free space on the iPad to install the update.
2) Temporarily delete (or offload) unused Apps or unneeded data from your iPad.
